Since June 2009, 504,000 jobs have been cut among municipal employees. Public-sector reductions at the local level have subtracted almost a quarter of a percentage point from annual GDP each of the past four years.

The reason: Mr. Lykins, a single father with three young daughters, was laid off Jan. 1 from his full-time job in Middletown, Ohio, where he had been working since 2010. Now, he works part time for two fire departments but gets half the pay and no health-care benefits.

"And on top of that, the fridge died in April," he says.

Lykins is hardly the only public employee encountering such challenges. For three years, city governments have been shrinking their workforces. Most communities pay their municipal employees and fund their schools and other services using tax revenues and fees collected for licenses and other things. But with home prices falling six consecutive years, property taxes are falling. And for states that have income-tax collections, the overall high unemployment rate has also eaten into revenue.

The resulting cuts in local government have subtracted almost one-quarter of a percentage point from annual gross domestic product (adjusted for inflation) each of the past four years, Moody's Analytics estimates. The total impact during that period: about $150 billion. Moreover, the cuts have accelerated over the past year, according to Moody's.

These reductions, economists say, act as a drag on the economy. Former park employees, clerks, and firefighters such as Lykins are buying only the necessities. Cities are deferring road work, which means contractors aren't hiring people to pour concrete. By far, the largest impact is on school systems, which are laying off teachers, counselors, and janitors.

Last Friday, in its advance estimate of GDP, the Bureau of Economic Analysis reported that economic growth in the second quarter rose by a modest 1.5 percent on an annual basis. One reason the BEA cited for the lackluster performance: ?a negative contribution from state and local government spending.?

Some worry about the potential for longer-term ramifications, such as children falling behind their overseas peers, and companies building factories in other countries that have better roads for doing business.

"There is a legitimate debate about the cost structure of state and local government," says chief economist Mark Zandi of Moody's Analytics in West Chester, Pa. "But people lose sight of the fact that economic competitiveness is not just the tax rate, but the skill of workers and the quality of our infrastructure from the roads and bridges to our telecommunications, airports, and electric grid. All those things matter a lot to business."

A poll by CBS News/New York Times in mid-July found the public was almost evenly split on the issue of reducing local services if it meant lower taxes. However, when asked specifically about reducing the number of firefighters, police, even libraries and parks, most people said they were unwilling to make cuts.

What communities do spend on goods and services is of no small importance to the US economy. For example, police departments typically replace half their cruisers each year. Municipalities outsource road repair to contractors. Many cities hire companies to provide meals for their jails and schools.

Fed could be moving to more bond buying

(AP) ? The Federal Reserve appears to be moving toward announcing some new step to try to energize the troubled U.S. economy. The question is whether it will do so after its policy meeting this week.

Probably not, many economists say.

The U.S. economy grew at an annual rate of just 1.5 percent from April through June, less than the 2 percent rate in the first quarter. But many analysts say the economy hasn't slowed enough to compel the Fed to announce further help immediately.

Still, Fed officials have signaled their concern about weakening job growth and consumer spending, which have brought the economy closer to a standstill. Chairman Ben Bernanke has said the Fed is prepared to take further action if unemployment stays high.

What that action might be isn't clear. The Fed has already pursued two rounds of purchases of Treasury bonds and mortgage-backed securities to cut long-term interest rates and encourage borrowing and spending. These programs are called quantitative easing.

The Fed has also extended a program called Operation Twist. Under this program, the Fed sells short-term Treasurys and buys longer-term Treasurys.

"I think they are inching towards another round of quantitative easing, but I am not convinced they will get there at this meeting," said Paul Edelstein, director of financial economics at IHS Global Economics.

The Fed meeting is one of three big events this week that investors and economists will pay close attention to. The European Central Bank meets on Thursday, and the U.S. Labor Department releases the July jobs report on Friday.

Markets surged last week after ECB President Mario Draghi said last Thursday that central bank would do "whatever it takes" to preserve the euro. Over the following days, the leaders of Germany, France and Italy also said they would do all they can to protect the 17-country currency union. The comments raised expectations that the ECB might step in to buy Spanish and perhaps Italian government bonds to lower the countries' borrowing costs.

Economists forecast that U.S. employers added 100,000 jobs in July. That would be only slightly better than the 75,000 a month from April through June and still down from a healthy 226,000 average in the first three months of the year. The unemployment rate is expected to stay at 8.2 percent.

Even if the Fed did act, few think that further lowering long-term rates would provide much benefit to the U.S. economy. Most businesses and consumers who aren't borrowing now aren't likely to change their minds if rates slipped a bit more.

The yield on the benchmark 10-year Treasury note is already just above its record low of 1.39 percent, which it touched last week. The national average rate for a new-car loan barely tops 3 percent. And the average on a 30-year fixed-rate mortgage fell below 3.5 percent last week for the first time on records dating back 60 years.

If the Fed doesn't announce any new steps this week, most economists expect it to unveil action after its next policy meeting in September. By then, the Fed will have received more data on the economy's health, especially how much hiring occurred in July and August. Bernanke will also have had more time to build support for further bond buying ? a move that isn't embraced by everyone on the Fed's policy committee.

Some regional Fed bank presidents, for example, have expressed concern that expanding the Fed's investment portfolio beyond its current record $2.9 trillion to try to lower rates more would heighten the risk of high inflation later.

"Various Fed officials have made it pretty clear they want to do something, but they still have a lot of discussion to go through before they get to a decision," said Diane Swonk, chief economist at Mesirow Financial in Chicago. "How do you get the biggest bang for the dollar when the ammunition you have left is limited?"

Some analysts have also suggested that the Fed might be reluctant to act aggressively as the November election nears, out of concern it could be seen as affecting the vote.

If the Fed does announce further bond buying, some think the purchases might be divided between Treasurys and mortgage-backed securities. Though at record lows, mortgage rates are still higher than rates on some other loans. Further declines in those rates could help fuel home sales.

Bernanke has sounded most concerned about high unemployment. The reports on unemployment for July and August will help show whether the weak job creation this spring is persisting or whether employers have stepped up hiring.

As U.S. hiring as declined, so has consumer and business confidence. Worries have also intensified about Europe's debt crisis and whether the U.S. economy will fall off a "fiscal cliff" at the end of the year. That's when tax increases and deep spending cuts will take effect unless Congress reaches a budget deal. A recession could follow, Bernanke has warned.

Bernanke has noted that further bond purchases aren't the Fed's only option if it decides to do more. The Fed might choose instead, for example, to extend the timetable for keeping short-term interest rates at record lows beyond its target of late 2014. The Fed cut its benchmark federal funds rate to near zero in December 2008 and has left it there since.

Some economists said an adjustment of the Fed's target date for any rate increase is also possible as an interim step before further bond buying.

Paul Dales, senior economist at Capital Economics, said he sees a Fed decision to launch a new bond buying program as a 50-50 prospect between now and the end of 2012.

One-third of users in the DoubleClick study had purchased something by clicking a link on an email. Another 42% clicked on an email link for more information, then purchased the product at a later time. Second, online couponing is booming: 73% of consumers have redeemed an online coupon for an online purchase, and 59% have redeemed an online coupon offline.

In terms of industries, the top performers are travel, hardware/software, electronics, apparel, food, home furnishings, gifts/flowers and sporting goods. All companies sending business emails in those categories said between 71% and 80% of recipients have purchased their products because of an email campaign.

There?s no need to fret if your company doesn?t fit in to one of those industries. The overall landscape for email marketing conversions is looking brighter every day. The average click-to-purchase rate has increased nearly 30% since 2004 and the average orders-per-email-delivered rate has increased more than 18% since last year.

5. Stats tracking: Who are my real consumers?

E-mail marketing is an increasingly popular tool in effective CRM, and it?s about time more businesses recognize that. California-to-Vegas bullet train seeks loan

Private developers of a high-speed train that would connect California to Las Vegas are hoping the Obama administration will provide a loan to jump start its construction, the San Jose Mercury News reports.

Though the project is still at least a decade away from being realized for the Bay Area, the $8 billion-plus project could also one day connect to Los Angeles. The train, which has been renamed XpressWest, would be able to travel 150 mph, carrying partyers to Sin City.

The project is being primarily bankrolled by Vegas hotel developer Tony Marnell and supported by Senate Majority Leader Harry Reid, D-Nev., and Southern California politicians, the Mercury News reports.

Gunmen kidnap Italian embassy security agent in Yemen

Unknown gunmen kidnapped on Sunday an Italian embassy security agent in Sanaa, a Western diplomat and a Yemeni security official said.

The man was taken hostage from a street close to the mission in Hadda neighbourhood in southwestern Sanaa, the diplomat said, requesting anonymity.

A security official in Sanaa confirmed to AFP that an Italian man was kidnapped and taken to an unknown destination. Police were working to identify and track the kidnappers, he said.

In Rome, a foreign ministry spokesman confirmed the kidnapping.

"We confirm that an Italian citizen working as a security agent at the embassy has been kidnapped," a ministry press officer said.

"The foreign ministry's crisis unit has been activated and is co-ordinating efforts for his release. We cannot supply any more information at this time, for risk of compromising rescue efforts," he said.

Italian news agency ANSA later cited officials as saying the man is a member of Italy's Carabinieri military police force. It also said he was picked up while in civilian clothes in a shop near the embassy.

Contacted by AFP, the ministry declined to comment on the report.

Foreigners are frequently kidnapped in Yemen by armed tribesmen, who use them as bargaining chips with the authorities.

More than 200 people have been abducted in Yemen over the past 15 years. The majority have been freed alive and well.

A French staffer with the International Committee of the Red Cross who was kidnapped in April in the northern port city of Hudaida was released earlier this month unharmed.

But a Swiss woman kidnapped by Al-Qaeda militants in March, also from Hudaida, remains a hostage.

(AP) ? Augustine Languna's eyes welled up and then his voice failed as he recalled the drowning death of his 16-year-old daughter. The women near him looked away, respectfully avoiding the kind of raw emotion that the head of the family rarely displayed.

"What is traumatizing us," he said after regaining his composure, "is that the well where she died is where we still go for drinking water."

Joyce Labol was found dead about three years ago. As she bent low to fetch water from a pond a half mile from Languna's compound of thatched huts, an uncontrollable spasm overcame her. The teen was one of more than 300 young Ugandans who have died as a result of the mysterious illness that is afflicting more and more children across northern Uganda and in pockets of South Sudan.

The disease is called nodding syndrome, or nodding head disease, because those who have it nod their heads and sometimes go into epileptic-like fits. The disease stunts children's growth and destroys their cognition, rendering them unable to perform small tasks. Some victims don't recognize their own parents.

Ugandan officials say some 3,000 children in the East African country suffer from the affliction. Some caregivers even tie nodding syndrome children up to trees so that they don't have to monitor them every minute of the day.

Beginning Monday, Uganda hosts a four-day international conference on nodding syndrome that health officials believe will lead to a clearer understanding of the mysterious disease.

World Health Organization officials in Uganda said the conference will be attended by about 120 scientists from all over the world. Anthony Mbonye, of Uganda's Ministry of Health, said the conference will allow scientists to share knowledge about the disease.

Scientists are working to find the cause of the disease, which is stretching health care capacities here and testing the patience of a community looking for answers as to why it attacks mostly children between the ages of 5 and 15, why it's concentrated in certain communities, and whether it is contagious.

The U.S. Centers for Disease Control and Prevention, which has been investigating nodding syndrome at the request of the Ugandan government, has ruled out 36 possible causes since 2009 and is carrying out a clinical trial for potential treatments. In mid-February the lead investigator said on a visit to Uganda that there is now "clear evidence that this is an epidemic" about which very little is known.

"We did repeated exams on several of these children and found that some of the children had stayed the same, some of the children had gotten worse, none of the children had improved," said Scott Dowell, director of CDC's Division of Global Disease Detection and Emergency Response.

Researchers are focusing on the connection between nodding syndrome and the parasite that causes river blindness, Dowell said, though it is not yet clear there are any links. Onchocerciasis, or river blindness, has been around for a long time, but nodding syndrome is somewhat new, he said. "And we also know that there are many parts of the world that have onchocerciasis but have no evidence of nodding syndrome."

Many residents here in the northernmost reaches of Uganda, nearly 300 miles from Kampala, say they think the disease is rooted in violence. Locals have said it's the only explanation for the disease's prevalence in places most affected by the legacy of a brutal war carried out by Joseph Kony, the leader of the Lord's Resistance Army, a rebel group. Kony and the group have waged a campaign of murder, rape, and the abduction of boys and girls who go on to become killing machines or sex slaves.

"We the Acholi have suffered a lot, and I am asking why," said Benjamin Ojwang, an Anglican bishop in the area. "In the absence of Kony, we were beginning to find relative peace. When are our people going to rest?"

A disease as strange as nodding head gives people a sense of hopelessness and helplessness, said N.K. Okun-Okaka, a retired veterinarian who has the status of a village elder.

"They can only do something about it if they know the cause, how it is spread. My heart goes out to these children. We feel very sorry and we feel like we do not live in the modern world," he said.

Ugandan health officials have known about the disease for nearly 10 years. By 2006, after Kony was repulsed from Ugandan territory, health care providers had diagnosed several cases of epilepsy without stopping to ask why.

"This thing is old," said Emmanuel Tenywa, a World Health Organization official in northern Uganda. "After the war there were so many cases of epilepsy. That's how this thing started."

Yet serious steps to manage the disease were taken only in the last year after a group of parliamentarians accused the authorities of criminal negligence. The government then announced a $2.2 million plan. But the cash has been slow to reach treatment centers.

Sick children have remained stuck in villages where biting poverty sometimes combines with the inattention of caregivers. Children have been badly burned after falling in fires. Others have died falling into water, like Languna's 16-year-old girl. And it is common to see children tethered to trees by caregivers too busy to look after them.

In Languna's household alone, eight children suffer from the disease, including a 12-year-old boy whose growth is so stunted he looks half his age. Languna has given up on all of them.

"We lost a child who was so promising," he said. "But what pains us more is that these ones you see are destined to (die)."

Investigators said they are not certain the disease is non-communicable, but they advise against alarm.

In the absence of definitive answers, some here have been taking matters in their own hands by isolating the sick. At the Okidi primary school, which Labol attended before she drowned, teachers once attempted to segregate the children and then dropped the idea after being criticized. Since 2007 there have been 141 cases of nodding disease at the school, with seven ending in death.

Now sick children rarely come to school, science teacher Paska Atto said.

Luke Nyeko, the Kitgum chairman, is frequently stopped by parents demanding to know what exactly their children are suffering from or why they cannot be cured.

"I feel very bad, very bad," he said of encounters with distressed parents. "It's a bit tricky because you can't go and lie to them. We just tell them that we don't know the condition."

Philippine gunmakers take aim in election year

In the Philippines, they vote with their trigger fingers. Elections mean big business for illegal gunsmiths, who are looking forward to 2013 mid-term polls.

With election-related violence commonplace, the Philippines imposes a ban on the carrying of guns for six months, from campaigning to the proclamation of winners.

With legal access denied, Filipinos simply turn to the many illegal gunsmiths who ply their trade in back alleys and on the edge of rice fields despite government crackdowns.

In Danao City, in the northeast of central Cebu island, they are already anticipating a windfall.

"There's actually huge demand for guns, especially now and because of the elections next year," said a 33-year-old gunsmith, who asked to be named only as Remo, as he hammered away at bits of scrap metal in a makeshift factory in Danao.

Loud music drowned out the noise of Remo's workshop on the edge of a dry creek, hidden from view by thick bamboo groves, as he and two assistants hammered, filed and drilled away.

"We are actually having some difficulty in keeping up with the orders because it usually takes at least two weeks to make one .45 caliber pistol, even if I work 16 hours a day," he said.

Legal industry
As the pro- and anti-gun lobbies in the United States agonize over how to respond to yet another massacre of innocents, in the Philippines many want even more liberal gun laws to boost production of a small but growing legal industry.

Guns have long been part of everyday life in the Philippines, especially since the end of World War Two.

After the war, farmers took up arms during agrarian unrest in the late 1940s and early 1950s and then a Maoist insurgency that has become one of the world's longest-running conflicts.

Today, all private security guards in the Philippines carry either handguns or shotguns, or both. Guns are a common sight in shopping malls, government and private offices, banks, restaurants and even schools.

"When we were children, we were already surrounded by guns. It was the world of our fathers," said Elmer Genzon, a third-generation gunsmith who once made "paltik", or illegal weapons, out of scrap metal and bits of angle iron.

"We grew up making guns."

According to www.gunpolicy.org, a site hosted by the University of Sydney's School of Public Health in Australia, there are about 3.9 million guns -- legal and illegal -- held by civilians in the Philippines, or about 4.7 per 100 people.

That puts the Philippines 105th place on a list of 179 countries, tiny in comparison to the 88.8 per 100 in the United States and behind even Australia with 15 per 100.

While it is impossible to count the number of illegal guns in the Philippines, the national police estimate there are about 350,000, again paltry in comparative terms to Central and South American weapons hotspots like Guatemala, Honduras and Colombia.

Yet the Philippines suffers worryingly high gun-crime rates.

According to the latest available figures from the U.N. Office on Drugs and Crime, there were 8.9 homicides per 100,000 people in 2003, by far the worst in Asia and outstripping Europe.

While not at the levels of Central and South America, the number was still almost triple that of the United States, which had 3.3 homicides per 100,000 people the same year.

Illegal guns are not just carried by criminal gangs, Maoist rebels and Muslim separatists. They also belong to civilians and politicians who keep private armies.

Investigations into the Ampatuan family, a political clan linked to the 2009 massacre of 57 people, including dozens of journalists, found more than 1,000 high-powered weapons, including mortars and .50 caliber machineguns.

Health plan
In the 2004 elections, authorities decided to crack down on illegal gunsmiths in Cebu. There had been more desultory attempts to act against an industry dating back to the early 1900s.

Police closed the Genzon family's home factory on the edge of a rice field during the 2004 crackdown.

Like other gunsmiths from his hometown, he was soon working at the government-registered Shooters' Arms Manufacturing factory about 25 km (15 miles) down the road in Mandaue City.

"We no longer have to worry about police raids and we also have a steady source of income, plus some health and other social benefits," Genzon, 33, told Reuters while he wrapped a handcrafted model of a 1911 Colt .45 destined for a dealer in Rochester, New York.

A small army of 400 workers assembles revolvers and pistols at the Mandaue factory, which exports guns to the United States, Australia, Italy and Thailand.

Factory owner Romulo de Leon III, a second-generation gun dealer, quickly recognized the unusual skills developed by the illegal, backyard gunsmiths when he decided to switch from selling imported weapons to making his own.

His partly automated factory now produces about 20,000 guns a year, with up to 85 percent of them sold abroad, making him the second largest gun manufacturer in the Philippines.

With cheap labor and Filipino ingenuity, de Leon wants to expand into new markets in Eastern Europe and South America.

With more foreign markets in their gunsights, legal manufacturers hope President Benigno Aquino, a gun enthusiast who shoots competitively, will help liberalize gun laws.

"What we want is a more balanced gun legislation, not too restrictive, but we also understand that guns must be regulated," said Demetrio Tuason, head of the largest and oldest manufacturer in the Philippines, Armscor, at a Manila gun show.

Existing laws allow Filipinos to own one "long" firearm -- a rifle or shotgun -- and one handgun. Guns are meant to be licensed and owners must have permits to carry them in public.

Tuason wants gun licenses more like driving licenses, allowing people to "own as many guns as they can afford".

Not surprisingly, gun sellers also want to expand the industry, worth about 2.5 billion pesos ($59.37 million). Export receipts grew fourfold to $23.4 million between 2000-11.

But, just like in the United States, there seems little appetite to change existing laws. "That's not a priority right now," Aquino told Reuters in an interview earlier this month.

There are 34 gun-related bills before both houses of parliament, some seeking looser laws and others more control.

Supporters of two prominent bills seeking to outlaw civilians carrying guns in public and stiffer penalties for possession of illegal weapons have all but given up hope.

Much like the United States, guns are so deeply ingrained in Philippines culture that they don't expect the July 20 shooting in a Colorado cinema, in which 12 people were killed and 58 wounded, will have much of an impact.

"For the last 22 years we've been telling our lawmakers ... to pass a strict gun control law but nothing has happened," said Nandy Pacheco of the Gunless Society group.

"Our gun laws are encouraging a culture of guns, a culture of violence. When do we act? Are we waiting for a similar attack to happen here in our movie houses?"
