Setting back innovation in renewable energy?

This past year, the energy industry has faced concerns for the renewable resources and clean energy innovation future. In 2011 and 2012 the industry has grown, with significant implementations in solar. However, the forthcoming presidential elections and the rise in natural gas resources have spurred unease about clean energy policy, innovation, and financing.

At the 5th annual Renewable Energy Finance Forum (REFF-West) in San Francisco, CA this week, Jonathan Powers, Federal Environmental Executive at the White House Council on Environmental Quality, talked about the Federal administration sustainability programs. REFF-West focuses on the major challenges facing the alternative and clean energy landscape in the U.S. Clean energy investors, clean tech leaders, private sector and government executives, and various players attended the conference. What has been done in the federal government world?

The administration has set sustainability goals, utilizing existing utility budgets without an impact or passing the cost burden onto taxpayers. Powers reported that progress against President Obama's Executive Order on Federal Sustainability EO13514 and the GreenGov program are on target. In his role, Powers is responsible for promoting environmental and energy sustainability across federal government operations. For more information about these initiatives see below.

The federal government is a major consumer of facility energy. Furthermore, the military is emerging as a substantial clean energy customer. For example, the army manages almost 15 million acres of land in the U.S. with multiple installations. In 2011 the army spent $1.3 billion on facility related energy, presenting enormous opportunities to establish more efficient operations and incorporate energy innovation. To date, the army alone has nearly 200 renewable energy active projects in multiple locations and functions, such as in military bases, in the supply-chain, and in support of field troops. By 2030, the annual military investment in renewables is estimated at $10 billion.

Each of the U.S. Armed Forces branches - the Army, Navy, Marine Corps, Air Force, and Coast Guard - have demonstrated strong commitment to renewable energy and are making strides in developing and implementing such solutions. Security concerns and the reliance on foreign fossil-fuels supply play a key element in the military commitment to clean and secure energy. One of the initiatives is the EITF, a program that aims to secure army installations with clean, reliable and affordable energy, allowing American armed forces to defend us. The EITF serves as the central management office bringing together private sector financing to implement large-scale (10 megawatts and more) renewable energy projects in the U.S. The EITF is helping the army advance and meet its objective of deploying 1 Gigawatts of renewables mix by 2025.

Where are we headed?

Today, 3.3 Gigawatts of renewable energy are installed and operate in the U.S. There is also a notable growth of green jobs and innovation. Solar installations have increased this year. The four major retailers - Walmart, Costco, Kohl's and Macy's - are the largest businesses with commercial solar implementations. Wind solutions are also on the rise. In the forthcoming presidential elections clean energy has gained more visibility. Renewable energy is a thriving industry and should not be part of the political battleground.

Covering a range of renewable and clean energy technologies, with a particular focus on developments in the Western US, topics covered at REFF-West included project financing, venture capital, renewable power generation, emerging commercial technologies, financing smaller projects, equity financing and established technologies. The conference also offers networking among representatives from the clean energy, green technologies and financial sectors.

(AP) ? By bus and car, commercial flight and charter, U.S.-based Venezuelans are traveling en masse to New Orleans in the coming days, spending hundreds of dollars and in some cases more than a day of their time to cast a vote in their country's presidential election.

The government of President Hugo Chavez earlier this year closed the country's consulate in Miami, where most Venezuelans living in the U.S. have cast ballots in the past. It later said voters would have to travel to New Orleans if they want to participate on Oct. 7.

It's a hardship in terms of time and money for many potential voters. But some, especially those who want to stop Chavez from being re-elected after 13 years in power, are determined to make the trip anyway.

Carolina Guevara, a 21-year-old college student, plans to take the 15-hour bus ride from Miami to the Louisiana capital, an 870-mile (1,400-kilometer) trek.

"We want to demonstrate to the government that even if they put obstacles in our path, we will practice our right to vote," said Guevara, who hopes to return to Venezuela after completing her political science studies at Miami Dade College.

The Venezuelan government closed its Miami mission after the State Department expelled consul Livia Acosta amid an investigation into recordings that seemed to implicate her in an Iranian plot for a cyber-attack against the U.S.

The closure affected nearly 20,000 Venezuelan voters living in Florida, Georgia, North Carolina and South Carolina who had registered to vote at the Miami consulate. Most Venezuelan voters in the United States live in the Miami area and the vast majority of those are critical of the Chavez government.

After the Miami mission closed, Venezuelan election officials said that voters registered there would have to cast ballots in New Orleans, where the next-nearest consulate is located. Venezuelan opposition leaders accused the government of trying to disenfranchise voters, a charge officials denied.

"They tried to do everything possible to prevent us from voting," said Gisela Parra, a former judge who left Venezuela in 2005 after being accused of conspiring against Chavez. "The pressure was such that they had to open a voting center far away, in New Orleans. It's like punishing us."

Parra, who plans to volunteer at the New Orleans voting center, said Venezuelan electoral officials "had the obligation" to make another Miami location available.

But Tibisay Lucena, president of Venezuela's Elections Council, countered that voters registered in Miami "were relocated using the same criteria used inside the country, telling them to go to the nearest polling station."

About 15,800 Venezuelans in the U.S. voted in their country's Dec. 2006 presidential election, three-quarters of them in Miami.

Of the 10,800 Venezuelans voting in Florida, 98 percent cast ballots for the opposition candidate and 2 percent for Chavez. Thirty-four percent of registered voters did not participate, according to figures from Venezuela's Elections Council.

Most Venezuelans in the U.S. are professionals or businesspeople who left their country after Chavez became president in 1999. The number of Venezuelans in the U.S. burgeoned from 91,500 in 2000 to 215,000 in 2010, according to the 2010 Census, with 57 percent of them living in Florida.

Numerous groups surfaced to assist U.S.-based Venezuelan voters, with information distributed on the Internet and social media, as well as at coffee shops and bookstores frequented by Venezuelans.

The groups include Voto Joven and Voto Donde Sea, comprised mostly of young people, and the Mesa de la Unidad Democratica, or Democratic Unity Table, a coalition of political parties backing opposition presidential candidate Henrique Capriles.

Beatriz Olavarria, who leads a commission created by the opposition alliance to distribute voter information and mobilize observers, said she hopes at least half of the voters registered in Miami will cast ballots in New Orleans. "Something tells me that many people will get on board at the last minute," she said.

Olavarria, who has volunteered in Miami during past Venezuelan elections, created the website www.Miami7octubre.com, to provide information about the New Orleans vote.

The group's major push now is figuring out how to get registered voters to the Louisiana city, where balloting will be held in a convention center. Opposition members complain that voting will not occur inside the mission itself, but Lucena, the electoral council president, said "the rules state that the polling center must be as near as possible to a consulate."

In most cases, traveling from here to New Orleans to vote would require at least one night away from home.

With travel costs a major obstacle for many potential voters, financial adviser Andres Casanova and his childhood friend Andres Morrison are collecting donations to pay for charter planes to ferry Venezuelans to New Orleans.

So far, they have received almost $355,700 in donations, enough to pay for trips for 1,100 voters. But far more people ? as many as 3,000 ? have registered on the organization's website, www.aerovotar.com , for seats assigned on a first-come, first- served basis.

Voto Donde Sea, meanwhile, is collecting donations to subsidize bus fares for voters, said group leader Vanessa Duran.

Milagros and Fernando Nunez Noda are renting a car with another couple to make the trip from Miami.

"We're going no matter what," said Nunez Noda, a journalist and businessman.

"It's like they threw down a challenge," he said of the government's decision to move the balloting to New Orleans. "We will prove our strength."

CYBER LAWS IN INDIA: Electronic Courts In India

There is no second opinion that establishment of electronic courts in India is need of the hour. Technology can bring diverse advantages to the ailing judicial system of India. However, establishment of e-courts in India require techno legal expertise that is presently missing in India.

Naturally, e-courts project of India has failed to become a success and till now all India has been able to do is computerisation of few functions of traditional courts.

Similarly, on the front of online dispute resolution (ODR) as well India is lagging far behind than its international counterparts.

It is high time for Indian government to establish e-courts in India as soon as possible. Mere computerisation of few aspects would not serve the purpose as has been made clear by the increasing backlog of cases in India.


Either we can keep on fooling ourselves by announcing that we have e-courts in India or we must engage techno legal experts like Perry4Law and PTLB to do the actual ground work in this regard.

3 Cheap Stocks Selling Below Cash And Debt Free

It would be pretty difficult for a company to go out of business if it is debt free, compared with companies that are heavily encumbered with loans. If you are able to buy a stock for less than the book value, that is even better. The book value is, in very simple terms, all assets minus all liabilities, divided by the number of shares. In other words, if the company went out of business today and was able to liquidate everything immediately, what each shareholder would receive.

However, an even better buy would be if you could buy the company's stock for less than the amount of cash it has for each share. It may be hard to believe, but there are over 15 stocks trading at less than the cash per share, according to the latest list of Stocks Selling Below Cash per Share at WallStreetNewsNetwork.com.

One example is Amtech Systems Inc. (ASYS), a Tempe, Arizona based company which manufactures and markets the capital equipment used in the manufacture of wafers, primarily for the semiconductor and solar industries. This debt-free company, which closed at 3.31 on Friday, is selling way below its book value of 10.90, and about a 25% discount to the amount of cash per share of 4.47. Net revenue for the third quarter of fiscal 2012 was $24.3 million, up 13% from $21.6 million for the preceding quarter. The net loss for the third quarter of fiscal 2012 was $3 million or a loss of $0.31 per share compared to a net loss of $5.1 million or $0.54 per share in the preceding quarter.

If you trust the financials from Chinese based companies, you may want to take a look at UTStarcom Holdings Corp. (UTSI), a Beijing, China based business which makes and markets Internet protocol-based telecommunications infrastructure products to telecommunications service providers. Customers are based in China, Japan, India, the United States, Latin America, and Europe. The stock trades at 25.8 times earnings, and based on its closing price on Friday of 1.03, is selling at an approximately 45% discount to the cash per share of 1.86. During July and August, the company repurchased $2.2 million of its shares as part of its ongoing $20 million share repurchase program that was launched in August 2011. The company has no debt.

O2Micro International Ltd. (OIIM) is a debt-free Cayman Islands based company involved in the creation and selling of integrated circuits for power management and e-commerce components and systems. The stock closed at 3.74, which is at a discount to its cash per share of 3.83, and way below the book value of 5.36.

Kalyn's Kitchen: Recipe for Slow Cooker Cannellini Bean Stew with ...


My friend Lydia and I have both become quite infatuated with experiments in our slow cookers, and the experimental part in this Slow Cooker Cannellini Bean Stew with Tomatoes, Italian Sausage, and Kale was adding the kale to the slow cooker after the other ingredients had cooked for a few hours.? I was really thrilled with how the raw kale softened perfectly in the slow cooker with just a little more cooking time, and the slightly chewy kale was one of my favorite parts of this dish!

I'm a huge fan of these lower-fat hot turkey Italian sausages, which have just the right amount of spice for me.


Brown the sausages well in a little olive oil.? (Don't skip this step!)

While the sausage browns, dump the Cannellini beans into a colander placed in the sink, rinse, and let them drain.


When the sausage is well-browned slice it into pieces about an inch thick.

Add the beans, sausage slices, tomatoes, spices, and chicken stock to the slow cooker and let it cook for about 2 1/2 hours on high (or 5 hours on low.)


Wash and chop the kale to make 4 cups of chopped kale.

Add the kale to the slow cooker and let it cook 45 minutes longer on high (or twice as long on low.)? Sorry I forgot to take another photo when the kale was done, but it was tender but still slightly chewy after 45 minutes.? If you'd like softer kale, let it go a bit longer.? Serve hot with a little Parmesan cheese sprinkled on top.

Slow Cooker Cannellini Bean Stew with Tomatoes, Italian Sausage, and Kale
(Makes 6-8 servings; recipe created by Kalyn.)

Equipment:
I used my Crock-Pot 5-Quart Smart-Pot Slow Cooker for this recipe, but a slightly smaller slow cooker will work.

Ingredients:
5 links (19.5 oz.) hot turkey Italian sausage
2 tsp. olive oil
2 cans (14.5 oz.) petite dice tomatoes with juice
2 cans (15 oz.) cannellini beans, drained
2 T minced garlic
1 tsp. dried basil
1 tsp. dried oregano
1/2 tsp. ground fennel (or more, I love fennel in recipes like this)
1 1/4 cup chicken stock
4 cups chopped kale leaves
freshly-grated Parmesan cheese, for serving (optional)

Instructions:

Heat the oil in a large heavy frying pan, add sausages, and cook turning often, for 10 minutes or until sausage is nicely browned on all sides.? Remove sausage to a cutting board to let it cool.

While sausage cooks, dump the two cans of cannellini beans into a colander placed in the sink and rinse well with cold water (until no more foam appears.)? Let beans drain well.? As soon as the sausage is cool enough to handle, slice it into round pieces about 1 inch thick.?

Put sliced sausage, drained beans, tomatoes with juice, garlic, dried basil, dried oregano, ground fennel, and chicken stock into the slow cooker and stir gently.? Let cook for about 2 1/2 hours on high or 5 hours on low.

While the stew is cooking, chop the kale, cutting away and discarding any thick inner ribs.? (Wash kale in a salad spinner if you're using garden kale.)? After 2 1/2 hours on high (or 5 hours on low), add the kale and stir gently into the stew.? Continue cooking stew about 45 minutes more on high (or 1 1/2 hours on low).? Serve hot, with some Parmesan cheese sprinkled on top.

This freezes well and can be reheated in the microwave or in a pan on the stove. ?

Thousands crowd Turkey ruling party congress

ANKARA, Turkey (AP) ? Thousands of delegates are crowding a sports arena where Turkey's ruling party, marking nearly a decade in power, is holding a congress to designate new leaders to build on economic achievements and a rising regional stature.

On Sunday, Prime Minister Recep Tayyip Erdogan is scheduled to pick new officials to guide his Islamic-rooted Justice and Development Party to local, presidential and general elections in the next three years and announce policy goals for 2023 when the country celebrates its centenary.

The congress is being held amid an increase in attacks by Kurdish militants and challenges presented by the war in neighboring Syria.

Egypt's new president, Mohammed Morsi ? in Turkey to strengthen an emerging alliance between two moderate Islamist governments ? is among foreign dignitaries attending the congress.

Falling bridge gives a scare, but Carmageddon II goes on

Updated at 5:15 p.m. ET: A big piece of a bridge being demolished fell unexpectedly Saturday during the construction project known as "Carmageddon II," but work was only temporarily halted.

Officials on scene said?a portion of the Mulholland Bridge overpass fell about 4 p.m. local time, but no one was injured.?

Up to that point, other than having to chase some motorists, skateboarders, and walkers off a 10-mile stretch of Interstate 405, few problems were reported in the early hours of "Carmageddon II," officials said.

The stretch of one of the world's busiest freeways was shut down early Saturday, and if all goes according to plan it'll stay that way until the bridge is rebuilt before the Monday morning traffic crunch.

Dave Sotero, a spokesman for Metro, the agency overseeing the $1 billion widening of the San Diego Freeway, said that it's not clear what caused the large chunk of the bridge to fall.


The chunk fell from the eastern span of the bridge onto the slope leading down to the edge of the freeway.

"During the demolition of a huge bridge like this, it's not unusual for pieces of all sizes to come down," Dan Kulka of Kiewit Infrastructure West Co., told NBCLosAngeles.com. "Although we didn't anticipate this large of a piece to come down, this is certainly not unusual.

"As soon as it happened we stopped and ? had our structural engineers analyze it and redevelop the plan. And now we will continue to demolish it," he added.

The work is to widen the bridge itself to expand the freeway below.?

Los Angeles Mayor Antonio Villaraigosa had said Saturday afternoon that work was one hour ahead of schedule.

For weeks drivers have been warned to stay away from the segment of Interstate 405 that is now shuttered through the Sepulveda Pass on Los Angeles' west side for the entire weekend.

If drivers don't avoid the area, officials warn, a city-wide traffic jam could result. But beyond just scare tactics, city officials have been encouraging Southern Californians to get out and enjoy their own neighborhoods on foot, on bikes or via short drives on surface streets.

During a similar closure last year commuters stayed away from the freeway in droves, the shutdown was considered a success, and crews finished the first phase of the work early.

This time, the contractor faces a penalty if the work isn't done in 53 hours: $6,000 per lane of freeway per 10 minutes.

Meanwhile, TV news crews have a plan to avoid a traffic jam in the sky as they cover the shutdown.

Residents complained of low-flying, noisy helicopters hovering nonstop over the region last year.

"It was constant," Richard Close, president of the Sherman Oaks Homeowners Association, whose members live in many of the homes closest to the freeway, recently told The Associated Press. "It was a combination of the news media paparazzi and tour operators taking people who wanted to get a picture of the 405."

Although the area gets its share of paparazzi helicopters because of Charlie Sheen and other celebrities who live in the area, Close said they usually go away when the sun sets. During Carmageddon, however, the area is brightly illuminated overnight so construction workers can safely do their jobs.

This time, local television news directors have plans to pool coverage by using video from a single helicopter making limited flights over the freeway, according to Rick Terrell, executive director of the Radio & Television News Association of Southern California.?

It's a durable backpack with a simple yet handsome streamlined design and a roomy interior volume that can hold up to a 15-inch laptop. At $100, the Daypack is one of the more affordable laptop backpacks on the market. It's an excellent choice for those looking for a bag that's handsome for work and stylish for post-work jaunts, and a no-brainer for our Editors' Choice for laptop backpacks.

Design and Features
Backpacks for workers face an interesting conundrum: They feel great but don't come off as particularly professional, unlike, say, messenger bags. The Daypack, however, offers that rare mix of cool and professional. Measuring 15.5 by 11.5 by 6.5 inches (HWD), it's neither too big nor small and sports a slightly rigid posture that prevents it from sagging like a typical backpack. It is available in black, gray, and sand colors (my review unit was the latter), and sports an exterior constructed from durable water-repellant fiber that's complemented by thick YKK zippers. The fiber gives the exterior a reassuringly rugged feel, while the interior is made of soft nylon.

The main compartment has plenty of space. In addition to the padded laptop compartment, there are three generously-sized pockets designed to accommodate other devices, like tablets and smartphones. There's also a dangling keychain ring and two pockets for holding pens. Aside from the roomy external zippered pocket, there aren't any additional pockets, nets, or Velcro straps all over the place. The result is an attractively simple and streamlined aesthetic that generated an inordinate amount of compliments from friends and colleagues alike. The padded shoulder straps fit comfortably, as does the airmesh back padding. It sounds simple, and it is?the Daypack is a proudly old-school style backpack that doesn't make any bold stylistic declarations like the Crumpler Nhill Heist Laptop Bag , whose shoulder straps wrap over the bag's main compartment for a slightly off-kilter look.

Closer inspection of the Mamba Daypack's rear padding reveals what is perhaps its only curious feature: a metal-framed Terralinq serial tag. The idea behind this is that Daypack owners can register the unique serial number on the Booq website so that, in the event of losing the bag, the finder can enter said number on the same site. In turn, Booq will contact the original owner and assist in its eventual return.

Performance
I decided to put the Mamba Daypack to the test with two weeks of commuting to work . I also took the Mamba Daypack on a weekend drive to Montreal. In both instances, my 13-inch MacBook fit perfectly into the dedicated padded compartment while feeling sturdy enough for me to forego the laptop case I always carry on the go. Whether on a crowded train or in my passenger seat, the Mamba Daypack never lost its shape or sagged. Moreover, it always maintained its cool, low-key profile, in contrast to the slightly more pronounced Chrome Citadel Laptop Bag . Still, it's worth noting that the Mamba Daypack can purportedly hold up to a 15-inch laptop, so users with a larger laptop would be better off with either the Chrome Citadel or the Crumpler Nhill Heist.

During my two weeks of using the Mamba Daypack, it never once felt uncomfortable or burdensome to lug around, thanks to its thick contoured straps and back padding. Moreover, the judiciously designed interior naturally lent itself to less clutter, even when I used it to bike through the hitherto unfamiliar streets of Montreal. The size, meanwhile, was perfect. In addition to my 13-inch MacBook, I was able to stick in all my usual necessities, like a bottle of water, a hoodie, an umbrella, and one of Jonathan Franzen's typically thick hardcover books. There was still plenty of room to spare, so I could've feasibly carried around a more sizable tome along the lines of, say, Infinite Jest. Regardless of which book you carry, the interior of the Mamba Daypack remains accessible, requiring minimum effort for taking stuff out as well and tossing it back in.

In the end, the Booq Mamba Daypack is an excellent choice for students and commuters alike. It's everything a real backpacker could ever want in a bag, boasting versatility, loads of style, and a price tag significantly below its peers'. For these reasons, it's a shoo-in as our Editors' Choice for laptop backpacks, and we wholeheartedly recommend it to anyone looking for a backpack that can stash a laptop under 15 inches.

98 per cent of tablet-based web browsing is done on Apple iPad

Onswipe has released a study revealing that the iPad accounts for nearly all web traffic originating from tablets.

The study found that Apple?s tablet represented 98.1 per cent of 29.5 million unique impressions over 1200 sites from September 13th ? 20th 2012.

The iPad stormed into first place with a huge margin between itself and second place winner Samsung Galaxy Tab, which got a mere 1.53 per cent.

Motorola?s Xoom managed only 0.21 per cent of tablet-based traffic, Amazon?s Kindle Fire came fourth with 0.11 per cent and Asus tablets made up only 0.6 per cent of traffic.

Onswipe?s results reveal that iPad users spent 56.9 per cent more time per web surfing session that iPhone owners. iPad?s 54.5 per cent share of total mobile web traffic is more than double the iPhone?s share of 19.05 per cent.

Apple?s iOS owns 75.12 per cent of total mobile content consumption across Onswipe?s monitored network, with Android taking 22.3 per cent and all others having just 2.5 per cent of the market.

  2. Stay focused on one task at a time. Trying to do too many things at once is a huge distraction and hinders the ability to stay focused.   6. Good old physical fitness. As noted earlier, working out your mind is just as important as working out your body. You don?t have to exercise with an extreme fitness program or purchase a gym membership to experience results, either. Something as simple as walking several days per week will provide significant benefits to memory health after only a few months of this activity. So, put on your walking shoes and get started today. Your heart and your brain will thank you.

There?s no magic pill to supercharge brain power. If there were, the pharmaceutical industry would have already created it. Nor will you develop the type of memorization you had as a youngster.

But applying these techniques will do wonders in preventing further memory decline, now and in the future.

'Angry Birds' spinoff 'Bad Piggies' is the whole hog

You really can't go wrong spending the pocket change or the time it'll cost you to buy and play the newest game from the creators of "Angry Birds." When it comes to puzzle gaming for your mobile device,?"Bad Piggies"?really is the whole hog.

The "Angry Birds" spinoff from Finnish game company Rovio (which launched in Apple's App store Thursday)?has everything you'd want from a great mobile game???the bright art,?oddly lovable characters, ear-worm music and, most importantly, the highly-polished, infectious and thought-provoking puzzle gameplay you can jump into and out of at (almost) a?moment's notice.?

But let's get something straight: Though this game is clearly?a sister/spin-off/sequel to the?phenomenally?successful Angry Birds games,??there is nary a slingshot or irate?avian?to be found in "Bad Piggies." As the name implies, this game is all about the birds' egg-thieving?nemesis. And, more importantly, "Bag Piggies" has a gameplay?mechanic all its own.

In this game, those endlessly hungry porkers are trying to reach the birds' eggs,?but the map that leads to their delicious location has been torn to shreds. And so, it is your job to help your porcine buddies collect the pieces of the map, which are spread across more than 60?different levels.

But since the pigs are, well, nothing but snouty, leggless?orbs and thus entirely unable to move on their own, you're tasked with constructing contraptions to carry them from starting point A, across, over and around various landscapes and obstacles, to end?point B, where the map piece is.?

Plenty of other contraption-building games have come before, but with "Bad Piggies" Rovio has distilled the this kind of physics?puzzle?gameplay down to its sleek, accessible and addictive?essence.

The first two worlds???"Ground Hog Day" and "When Pigs Fly"???are each made up of 45 levels full of landscapes that must be rolled across or flown through. ?At the start of each level, you'll be given various items with which to make your pig-carrying jallopy???boxes, wheels,?balloons, fans, explosive soda pop bottles, umbrellas,?engines, propellers, rockets,?etc.

Once you've put your contraption together, you set it in motion and see how far you get.?But even when your pig is on the move, your work is not yet done. For example, if?you've attached a fan and a couple of soda pop bottles to the box with your pig in it, you'll have to smartly set the fan blowing or set the pop bottles exploding at just the right time to get your bovine friend where he needs to go.

And often, he will not get where he needs to go.?This is a game in which, if at first you don't succeed,? you must find joy in try, trying again. You are certain to send your pig careening into walls and plummeting to the ground whereupon your contraption will bust to pieces. But that's OK. The fun?here comes in not only?learning from your mistakes but watching your mistakes happen.

As with "Angry Birds" (and plenty of other puzzle games), you'll be challenged to earn?three stars in each of the first two?worlds. But this time around, Rovio lets you know exactly what you need to do to get those?three stars. And these goals vary from level to level.?

You can earn a?star by, well, running into a?star placed in a hard-to-reach locale, or by?getting your pig??from the starting point to the map in a certain amount of time, or by making it through the level without damaging your?contraption?at all. Sometimes you collect a star by creating a contraption that gets you from point A to point B without using a specific part that would make that journey easier. And sometimes you'll be rewarded for getting the?Pig King through the course too.

And the star collecting ramps up to entirely new and epic proportions?once you unlock the Sandbox levels in the game. These sprawling levels toss 20 stars across vast landscapes and then give you a large?supply of parts with which to build your contraption. The goal here is to see how many stars you can get to. And snagging?more than a few stars is no easy task.?But it is an absolute blast to create and then?tinker with?the most madcap pig-rig you can think up as you try to inch your way to each star.

Of course, the question that will always follow Rovio is: Will this game be as wildly successful as "Angry Birds?" We can't help but wonder: Have they, once again, captured that mysterious something that will earn "Bad Piggies" the?billion downloads their feathered friends have?earned?

If I was a betting person, I'd say no. Not because "Bad Piggies" is a bad game in any way, but because?"Bad Piggies" will require more of you???and your brain???than Angry Birds does. While you could kind of mindlessly send your bird slingshotting through the air in "Angry Birds," you can't just mindlessly send your piggy rolling down a hill ... at least not if you want to be remotely successful.

You need to think about what you're building, you need to refine your work and you'll need to stay focused as your pig is in motion. It will certainly take you more time to get into the groove of this game???and that could be offputting to some casual players. But ultimately this?is?a good thing.?"Bad Piggies" is,?in many ways,?more challenging than its angry brethren?and, I think, because of that it is?more rewarding. It really is an absolute joy to see your pig fly ... and reach his destination in one piece.

A one-time teen al-Qaida fighter?who was also?Guantanamo Bay?s youngest prisoner and last Westerner has been transferred to his native Canada on Saturday, the Canadian government confirmed.

Canadian Public Safety Minister Vic Toews said Omar Khadr, 26, was flown from Guantanamo Bay, Cuba, on Saturday on a U.S. government plane and transferred to Millhaven maximum-security prison in Bath, Ontario.

Khadr's case has been controversial both in Canada and abroad given his age when he was captured, the nature of his detention and hearing, and the reluctance of Canadian officials to accept his return.


"I am satisfied the Correctional Service of Canada can administer Omar Khadr?s sentence in a manner which recognizes the serious nature of the crimes that he has committed and ensure the safety of Canadians is protected during incarceration,? Toews said.

A U.S. war crimes tribunal in 2010 sentenced Khadr to 40 years in prison, although he was expected to serve just a few more years under a deal that included his admission he was an al-Qaida conspirator who murdered a U.S. soldier.

Khadr was 15 when he was captured in 2002 in Afghanistan, and has spent a decade at Guantanamo, the U.S. naval base in Cuba.

Khadr admitted planting 10 roadside bombs in Afghanistan as part of an al-Qaida cell and throwing a grenade that killed an American special forces medic, Sgt. 1st Class Christopher Speer of Albuquerque, N.M.

Over a decade since the war began, TODAY's Lester Holt visits the battlefields outside Kandahar Province and the Horn of Panjwai to see where things stand.

Khadr was the first person since World War II to be prosecuted in a war crimes tribunal for acts committed as a juvenile. He was the youngest prisoner still at Guantanamo, but younger boys were previously held there.

Khadr, born in Toronto, was taken to Afghanistan by his father, Ahmed Said Khadr, himself a senior al-Qaida member and confidant of Osama Bin Laden.

Bin Laden apprenticed the boy to a group of bomb makers who opened fire when U.S. troops came to their compound. Khadr was captured in the firefight, during which he was blinded in one eye and shot twice in the back.

In a written statement, Toews said Canada received Khadr's application for transfer from the United States on April 13. He said U.S. officials assured Canada it would receive a videocopy of an interview with Khadr, but it, along with other videos of interviews and unedited reports, was not sent until this month.

Former Canadian Ambassador Gar Pardy, however, said Canada's Conservative government -- which cultivates an image of being tough on crime -- dragged out the transfer.

"I think the government was mainly very mean-spirited in how it handled the case," Pardy said to CTV News.

Toews said he continues to be concerned that Khadr "idealizes" his father and denies Ahmed Khadr's association with al-Qaida. The Canadian public safety minister said he is also troubled by how "radicalized" Khadr has become from his time in Afghanistan, Pakistan and Guantanamo Bay.

?From the age of 15 to 26, he has been in some kind of jail, incarcerated. He has had no normal adolescent development at all,? CBC?s Susan Ormiston told CBC News.

Khadr's defense team and human rights groups had argued he was a "child soldier" who should have been sent home long ago for rehabilitation and challenged the notion that a battlefield killing amounted to a war crime.

Khadr was prohibited under the deal from calling witnesses at his sentencing hearing that would support defense claims that he was a "child soldier," forced into fighting the U.S. by a radical father who was an associate of bin Laden.

Khadr's sentence will expire on Oct. 30, 2018.

The U.S. Department of Defense also confirmed Saturday that it transferred Khadr to Canada, leaving 166 detainees at Guantanamo.

In the 2008 presidential election campaign, President Barack Obama promised to close the Guantanamo prison during his term, but that pledge has gone unfulfilled amid security concerns and opposition from Congress, which enacted laws making it more difficult to transfer prisoners from Guantanamo.

The U.S. Small Business Administration has been busy finalizing rules that may alter the standards for defining a small business.

The SBA issued three final rules in the Federal Register, effective Oct. 24, 2012, increasing size standards for firms in three North American Industry Classification System (NAICS) Sectors:

  • Real Estate and Rental and Leasing
  • Educational Services
  • Health Care and Social Assistance

Size standards define the maximum size a firm can be and still be considered a small business.

The SBA said the new size standards could enable more businesses in these sectors to obtain or retain small business status. It could also give federal agencies a larger pool of small businesses from which to choose for their procurement programs. Additionally, the standards could also make more small businesses eligible for SBA?s loan programs.

SBA increased size standards for businesses in 21 industries in the Real Estate and Rental and Leasing Sector.? More than 13,000 additional firms will qualify as small under these new size standards and become eligible for SBA loan and federal procurement programs.

SBA also increased size standards for 9 industries for firms in the Educational Services Sector.? More than 1,500 additional businesses will qualify as small under the new size standards and become eligible for SBA loan and federal procurement programs.

Size standards for 28 industries were also increased for firms in the Health Care and Social Assistance Sector. More than 4,100 additional firms will qualify as small under these new size standards and become eligible for SBA loan and federal procurement programs.

(AP) ? Citing historically low mortgages, President Barack Obama is pressing Republicans to back housing policies the White House says would help struggling homeowners refinance their debts and prevent foreclosures.

Obama is blaming congressional Republicans for not passing legislation he proposed in February that would lower lending rates for millions of borrowers who have not been able to get out from under burdensome mortgages. Republicans have objected, citing among other things the estimated $5 billion to $10 billion cost of the proposal.

"Here we are - seven months later - still waiting on Congress to act," Obama said Saturday in his weekly radio and Internet address.

Congress has recessed and is not scheduled to return until after the November elections.

"Instead of worrying about you, they'd already gone home to worry about their campaigns," the president said.

Obama's push comes as home prices have been rising across the United States. National home prices increased 1.2 percent in July, compared with the same month last year, according to the Standard & Poor's/Case Shiller index released Tuesday.

In the Republican weekly address, Arizona congressional candidate Vernon Parker said the U.S. corporate tax rate is pushing jobs overseas. He said he agrees with GOP presidential candidate Mitt Romney and his running mate, Paul Ryan, "that we need to stop all the looming tax hikes and develop a pro-growth tax code that brings jobs home and keeps jobs here."

He also called for the repeal of Obama's health care law.
