NATO ends victorious 7-month Libya campaign (AP)

TRIPOLI, Libya ? NATO's triumphant, 7-month air campaign against Libya ended Monday, setting the country on the path to a democratic transition less than two weeks after the capture and killing of ousted dictator Moammar Gadhafi.

The alliance turned down a Libyan request to extend the protective umbrella for a few more weeks, apparently eager to exit on a high note and wrap up a costly mission at a time of financial austerity.

The relatively quick victory in Libya represented a major boost for a Cold War alliance bogged down in a 10-year war in Afghanistan, a 12-year mission in Kosovo and the seemingly never-ending anti-piracy operation off the Somali coastline.

The operation's critics ? including Russia, China and the African Union ? have argued that NATO misused the limited U.N. resolution imposing a no-fly zone and authorizing the protection of civilians as a pretext to promote regime change.

But with alliance airstrikes helping open the way on the battlefield following a lengthy stalemate, revolutionary forces eventually captured Tripoli in late August and brought an end to the war with the death of Gadhafi on Oct. 20.

"Together, we succeeded. Libya is finally free," NATO chief Anders Fogh Rasmussen told a joint news conference in Tripoli with Mustafa Abdul-Jalil, Libya's interim leader.

Addressing the Libyans, he said: "You acted to change your history and your destiny. We acted to protect you."

In the past seven months, NATO warplanes flew 26,000 sorties, including more than 9,600 strike missions, destroying more than 1,000 tanks, vehicles, and guns.

U.S. planes flew a quarter of those missions, mostly in support roles such as air refueling and surveillance of the battlefields, while the European allies and four partner nations conducted the vast majority of ground attacks.

As NATO pulled out, Libya's leadership, the 51-member National Transitional Council, was taking another step toward a democratic system, to be operational within two years. The council chose a new prime minister, U.S.-educated electrical engineer Abdurrahim el-Keib, who is to appoint a new government that will pave the way for general elections.

El-Keib, an NTC member from Tripoli with a doctorate from North Carolina State University, said he would appoint the government within two weeks.

The new government will oversee the drafting of a constitution. The NTC started out as an impromptu group of anti-Gadhafi activists, but evolved into a more carefully chosen interim government after the fall of the Gadhafi regime, said Jalal el-Gallal, an NTC spokesman.

Fogh Rasmussen, the NATO chief, suggested the possibility of a future partnership with a democratic Libya, but made clear that NATO is ending its role. Asked about reports of unsecured weapons sites across Libya, Fogh Rasmussen said that "it is now primarily the responsibility of the new authorities in Libya to make sure that weapons are properly secured."

Abdul-Jalil confirmed the presence of chemical weapons sites, and said foreign inspectors were arriving later this week to deal with the issue.

Libyan leaders had requested an extension of NATO protection for a few more weeks, but Libyan officials said that was turned down. NATO leaders have repeatedly emphasized that although overall the campaign went very well, the conflict placed a significant burden on some alliance capabilities.

"I think the critical resource that was stretched in the course of this was intelligence, surveillance, and reconnaissance," Adm. James Stavridis, NATO's top military commander, told The Associated Press in Brussels.

Some senior officers in NATO suggested the alliance needed to extract itself quickly from at least one of those engagements at a time when defense budgets in Europe and the United States are being slashed as part of public spending cuts and other austerity measures designed to deal with the economic crisis.

"Within the alliance ... we're concurrently doing Afghanistan, Libya for the past seven months, the Balkans, piracy (and) a counter terrorism operation in the Mediterranean," said Stavridis, who as the Supreme Allied Commander has ultimate responsibility for the wars and all other operations.

He noted that Libya represented the first completion of a NATO operation.

Asked whether NATO would possibly be providing training for the new Libyan army, Stavridis said that the focus of international assistance to Libya should be on a bilateral basis with Arab and Western nations.

"At the moment there's no discussion with in NATO about a follow-on role," he said. "We're not planning on anything nor have we been tasked with anything at this point."

The ouster of Gadhafi would not have been possible without NATO.

In the early days of the armed rebellion, anti-Gadhafi fighters rapidly seized territory, particularly in Libya's east, but quickly lost ground again, and by late March, Gadhafi's troops were advancing toward the rebellion's stronghold, the eastern city of Benghazi.

NATO interceded, armed with a U.N. Security Council mandate to protect Libyan civilians, and flew its first bombing sorties at the end of March. However, the alliance often appeared to be doing much more than shielding civilians.

It worked closely with revolutionary forces, its airstrikes of regime targets paving the way for rebel advances in those areas. It also widened the range of targets, going not just after tanks and rocket launchers, but also symbols of the Gadhafi regime, including his sprawling residential and government complex, Bab al-Aziziyah, in downtown Tripoli.

At one point, NATO bombed Libyan naval vessels after the Libyan navy tried to mine the harbor of the besieged rebel-held port of Misrata and tried to carry out attacks on shipping there.

With the end of NATO's Libya mission, the alliance has faced some calls to intervene in Syria's uprising.

But Fogh Rasmussen said NATO has no intention to get involved in Syria.

"I can completely rule that out," he said. "Having said that, I strongly condemn the crackdowns on the civilian population in Syria. What has happened in Libya sends a clear signal to autocratic regimes all over the world ? you cannot neglect the will of the people."

Honda's profit sinks, Thai flooding clouds outlook (AP)

TOKYO ? Honda Motor Co. says its quarterly earnings tumbled 56 percent from a year earlier, battered by the strong yen and production disruptions from the March tsunami disaster.

The Japanese maker of the Accord sedan and Odyssey minivan said net profit for the July-September period fell to 60.4 billion yen ($788 million). Sales sank 16.3 percent.

Honda said it was scrapping its previous full-year forecast because the full impact of flooding in Thailand, where the company has suppliers and assembly lines, was unclear.

The company said it would release a forecast as soon as possible.

How to Buy Life Insurance

There are a few ways to explain how to buy life insurance.? Some people prefer using their local insurance agent from State Farm, Farmers, AAA, etc.? Others needing life insurance might see an advertisement from an insurance carrier such as Met Life, and call the company directly.

The best way to buy life insurance, in my opinion, is to get multiple online life insurance quotes from a company that offers quotes from several different carriers.? For example, a company such as Select Quote or Accuquote will be able to provide quotes from multiple companies.

Selecting the Amount You Need

The two questions you need to know before purchasing life insurance are ?how much do I need?? and ?what type of insurance is right for me??? We?ll first address the amount of death benefit needed.

Most people purchase life insurance to cover a specific financial need.? One of the most common is when an income producing spouse and/or parent wants to protect against his or her loss of income due to an unexpected death.? This is a wonderful reason to have life insurance in place on your life.

Say you make $60,000 per year and you?re a 38 year old male.? You might be working for another 20 to 30 years before you?re able to retire.? Just imagine how much future income is lost if something happens to you before reaching retirement age!

Since income replacement is a very common reason to purchase life insurance, we provide an income replacement life insurance calculator on our site for free.? Just go to: How Much Life Insurance Do I Need?

If the life insurance calculator is too complex for your needs, a good rule of thumb is to carry 5 to 10 times your annual income on your life.? Of course you?ll need to take your current assets and debts into account.? The individual who has $500,000 in a personal IRA may have a decreased life insurance need in comparison to an individual with nothing in the bank and $100,000 in credit card debt, all things equal.

Other valid insurance needs are to cover debts, a mortgage, a business loan, to cover a key employee (known as key man insurance), to pay for estate taxes or death taxes, and to pay for death and funeral? expenses.

Which Type of Life Insurance is Right for Me?

Please read the section above before this section.? If you?re need is for income replacement, you almost certainly need term insurance and nothing more.? Term life insurance covers you for a specific period of time, and is typically much less expensive than whole life or universal life insurance.

On the other hand, if your need life insurance protection for the rest of your life, or if you are interested in the ability to grow cash value (from which you can borrow or withdraw funds), then you will need to consider a whole life insurance or universal life insurance quote.

If you?ve read the sections on selecting the amount you need and what type of insurance to buy and are still confused, call us at 877-966-9383 to tell us your situation and we?ll help you.

How Much Will I Pay?

This question depends on several factors.? Life insurance companies charge different rates to males and females of the same age and health status, so sex is the first variable.? They take mortality risks into account such as health problems (heart disease, cancer, diabetes, high blood pressure, etc) or other risks not related to your health such as occupational risks, hobbies and activities, and family health history.

Who Has the Lowest Prices for Term Life Insurance?

I believe we at Huntley Wealth Insurance do, because we offer quotes from over 30 life insurance companies if you use the instant quote form on the right.? Just complete the form, and you?ll see your quotes on the next page.? We?re also experts at helping you find the company who will give you the best deal if you have a health condition such as high cholesterol, high blood pressure, or diabetes.

Beware When Purchasing Life Insurance

Be careful when searching how to buy life insurance that you don?t give away your personal information to certain life insurance websites to see a quote.? It may be an insurance lead generation company who collects your information and sells it to up to 12 life insurance agents or agencies.

If you are unfortunate enough to submit your phone number and email address to one of these websites, you?ll probably be getting insurance solicitation calls for weeks.? Always check the site?s Privacy statement before giving your information to it to determine whether or not your contact info will be shared with other agents.

How to Apply for Life Insurance

After getting quotes using our form on the right, select the policy you think fits your needs the best and select ?Request Application?.? We will contact you to be sure the policy you have selected meets your insurance needs and that you can qualify for the policy at a price that is acceptable to you.

We can then take the application over the phone, by mail, or send it via email to you.? Most of our policies require a short medical exam, which costs you nothing (paid for by the insurance company), although we do also offer no exam policies.? If you have any further questions about how to buy life insurance, call us at 877-966-9383.

Latest China mine disaster kills 29 people: report (Reuters)

BEIJING (Reuters) ? A blast at a coal mine in southern China has killed 29 people, state news agency Xinhua said on Sunday, in the latest disaster to hit the accident-prone industry.

The gas explosion happened on Saturday afternoon at the state-owned Xialiuchong colliery in Hunan province's Hengyang while 35 miners were at work, the report said.

One miner who had remained alive was later found dead, it said. The six survivors have been sent to hospital.

Luo Lin, the head of the State Administration of Work Safety, and Hunan governor Xu Shousheng have arrived at the site of the accident to oversee the investigation, Xinhua said.

The mine had been operating legally, it said. Many disasters happen at illegal mines, or those that the government has closed down and have then been surreptitiously reopened.

China's mines are the deadliest in the world, due to lax safety standards and a rush to feed demand from a robust economy.

In 2010, 2,433 people died in coal mine accidents in China, although this was an improvement on the toll of 2,631 a year earlier.

This must happen: Matt Mitrione and Urijah Faber want to race

Matt Mitrione is an insanely talented athlete. He played in the NFL, and then made a seamless transition into MMA. Going into his bout this weekend with Cheick Kongo, he is undefeated, and every one of his bouts have been in the UFC. But is he athletic enough to beat a bantamweight in a foot race?

When trying to figure out what position in sports is the most athletic, Mitrione tweeted that he would challenge every UFC belt holder to a forty-yard dash, with nothing but pride on the line. Urijah Faber, the one-time UFC featherweight champ, jumped in and challenged every UFC heavyweight to a timed mile. Mitrione said he would take the challenge.

This must happen: Matt Mitrione and Urijah Faber want to race

Oh, please can this happen? Between the trash talk and the idea of Mitrione and Faber competing in anything, this is about as fun as it gets. Is there anyone who wouldn't want to see a heavyweight and a bantamweight in a foot race? If you raised your hand, you clearly don't like fun.

Google Music mobile landing page hints tunes are coming to the Android Market

Google Music Store?
Sadly, we weren't able to replicate the screenshot above but, if it's legit, it could mean that a Google Music store is right around the corner. Reports are coming in that visiting music.google.com on your Android phone brings up a page suggesting you, A, upload your personal music collection, and B, "shop millions of songs in the Android Market." Clearly Google is tinkering away behind the scenes: the links on the earliest versions of the splash page were reported to be broken, then they led to the about page for Google Music Manager and the nonexistent market.android.com/music respectively. Now, all traces of it are gone. Add to this the familiar shopping bag-shaped music icon that popped up in the developer build of Chrome OS last week and it's looking like we're inching ever closer to a Google Music shop launch. Check out the full sized image after the break.

[Thanks, Tomer]

How to Choose Illinois Auto Insurance Coverage - Illinois State ...

by Illinois State Insurance ? October 27th, 2011

You want to make sure that you really understand what you are getting into when signing up for any type of auto insurance coverage.? If you were to get in a car accident, it is this policy that will cover you and save you from having to pay any expenditure out of your own pocket.? Not having enough or the right kind of coverage could bankrupt you and put you in a position that you certainly don?t ever want to be in.

This is another reason why it might not be smart only to take out the minimum coverage that the state of Illinois allows.? Your deductible may be too much for you to come up with and the coverage might not be enough and leave you having to pay more than you could ever afford. Always ask to see what you are going to be liable for in all kinds of circumstances before you ultimately decide on any coverage policy.

Most insurance companies that offer auto insurance coverage in Illinois will have you work with an agent in person or over the phone to customize your insurance coverage.? If you want to find the most affordable coverage and the right kind of coverage for what you need, make sure that you speak with several companies.

You cannot legally drive a motor vehicle in the state of Illinois without at least having the mandatory minimum in insurance coverage.? If you do drive and were to get pulled over, you run the risk of getting a huge find and maybe even having your driver?s license taken from you for an extended period of time.

When speaking with an insurance agent, be sure to fill them in with all the details about your situation and they should be able to work with you to find a coverage that satisfies all of your personal needs.? They should also go through a list of questions with you to determine what kind of insurance discounts that you might be eligible for.

You may get a reduced rate on a policy if you are a student and have good grades, want to sign up multiple policies or even have a good driving record.? If your insurance agent doesn?t go over a list of these discounts, be sure to bring it up.

The internet offers many ways to look up rates and study several companies.? Take the time to look through them all to find the best Illinois auto insurance coverage to suit your needs.

US, SKorea warn against North Korean aggression (AP)

SEOUL, South Korea ? The U.S. and South Korean defense chiefs declared Friday that any North Korean aggression "is not to be tolerated," following two deadly incidents last year, and pledged to jointly develop more effective means of responding to future provocations by the North.

U.S. Defense Secretary Leon Panetta and his South Korean counterpart, Kim Kwan-jin, told a news conference at the Ministry of Defense that they also decided to increase "combined watch activities" in advance of an international summit planned for Seoul next spring. They did not elaborate, but the statement appeared to mean they would boost intelligence gathering and surveillance.

The two sides issued a joint statement reaffirming their solidarity and vigilance against a potential attack by the North.

"The minister and the secretary urged North Korea to abandon all nuclear weapons and existing nuclear programs," they said, and urged the North to "demonstrate its genuine will" to give up its nuclear ambitions through "concrete actions."

U.S. and North Korean diplomats held talks this week in Geneva to explore a possible resumption of international negotiations over the North's nuclear program, but despite reports of modest progress there was no word on when additional discussions might be held.

Earlier, Panetta expressed doubt that diplomacy will persuade North Korea to surrender its nuclear weapons and he raised the prospect of stalemate leading to "escalation and confrontation."

After daylong meetings with South Korea's government leaders, Panetta told reporters he was concerned by North Korea's pattern of deliberately shifting from periods of modest accommodation with the West to episodes of violent aggression, perhaps with no real intention of giving up its nuclear ambitions.

Tensions remain high on the Korean peninsula, largely stemming from the North's deadly bombardment of a front-line South Korean island that killed four people in November. The South also holds the North culpable for the deaths of 46 sailors on a South Korean warship that sank in March last year.

Asked whether he thinks a renewed effort by the Obama administration to explore a possible new round of international negotiations with North Korea will work, Panetta was blunt.

"We're not sure where those talks are headed at this point," he said, referring to the Geneva discussions North Korean diplomats,, where there was no apparent breakthrough.

"For that reason, I guess the word `skepticism' would be in order," he said.

The Pentagon chief said he believes, nonetheless, that efforts at a diplomatic solution must go on.

"On the one hand, we have to engage," he said. "We have to try to seek the hope that ultimately they'll do the right thing and join the international family of nations. ... But I think we always have to be cautious that at the same time, they're going to continue to develop their nuclear capability."

In the same session with reporters, the commander of U.S. Forces Korea, Army Gen. J.D. Thurman, indicated that he suspects the North Koreans are determined to keep up the expansion of their nuclear capabilities.

"Based on what I have observed, they show a willingness to continue to develop and test capabilities that can be associated with their nuclear program," Thurman said. "This is something we've got to remain vigilant on."

Separately, the State Department's top Asia policy official, Kurt Campbell, was in the South Korean capital on Thursday to brief officials on the Geneva talks.

North Korea's foreign ministry issued a statement saying the talks "helped deepen each other's understanding." The statement said both sides agreed to further talks on whether to resume the international discussions involving North and South Korea, Japan, China, Russia and the United States.

Panetta said China, a longtime North Korean ally, "can do more" to push North Korea to give up its nuclear program.

"There are moments when we think that they are urging North Korea to engage, but frankly I think China can do more to try to get North Korea to do the right thing," he added.

"I know that sometimes they make that effort and sometimes North Korea doesn't pay attention."

Panetta's first visit to South Korea as defense secretary is part of a broader U.S. effort to shore up South Korea's confidence in a military alliance that has endured for six decades.

Panetta met with the South Korean defense and foreign affairs chiefs and paid a courtesy call on President Lee Myung-bak.

In parallel talks, the new chairman of the U.S. Joint Chiefs of Staff, Army Gen. Martin Dempsey, and top officers from the U.S. Pacific Command met with top South Korean military officers for an annual review of the U.S.-South Korean military alliance.

Panetta has called the North "reckless" and a "serious threat" to peace on the Korean peninsula, which exploded in war in 1950 and drew the U.S. and other nations into a three-year conflict against the North and China.

Panetta was asked by reporters what he thinks can be done to break a cycle of North Korean behavior in which it alternately makes gestures of accommodation to the West, followed by provocations.

"The cycle ultimately has to be broken," he said. "There is either going to be an accommodation where they decide to make the right decisions with regards to their future and join the international family of nations ... or, if they continue these provocations, then obviously that's going to lead to the possibility of escalation and confrontation."

Among the maneuverings that influence U.S. thinking about the security threat posed by North Korea is the process now under way in which the supreme leader, Kim Jong Il, is expected to turn over the reins of power to his son, Kim Jong Un, a newly minted four-star general believed in his late 20s. He would be the third generation leader in a family dynasty that has ruled since Kim Il Sung founded the Democratic People's Republic of Korea in 1948.

U.S. officials are unsure what timeline has been set for the leadership succession. But two senior American military officers in Seoul said it appears the process has slowed, possibly because Kim Jong Il's health problems seem to have eased. The officials spoke to a group of reporters on condition of anonymity because of the sensitivity of the topic.

U.S. and South Korean officials believe Kim Jong Il had a stroke in August 2008 that kept him out of the public eye for months.

The officials, who are privy to the latest intelligence assessments, said North Korea's recently more accommodating approach to the U.S. is judged to be only a tactical maneuver likely to be followed next year by demands for concessions. That would follow a decades-long pattern in which unmet concessions lead to a period of provocations from North Korea, such as the 2006 nuclear test that came just months after the North cut off nuclear disarmament talks.

The U.S. officials declined to say whether they believe the North can be persuaded to give up its nuclear weapons, but their analysis of the North's basic approach to the West strongly suggested that they do not expect it to change course.

(AP) ? Bangkok residents jammed bus stations and highways on Wednesday to flee the flood-threatened Thai capital, while others built cement walls to protect their shops or homes from advancing waters surging from the country's flooded north.

"The amount of water is gigantic," Prime Minister Yingluck Shinawatra said. "Some water must spread into Bangkok areas but we will try to make it pass through as quickly as possible."

Some neighborhoods on the city's fringes were already experiencing waist-high flooding, but central areas remained dry.

Flood waters breached barriers protecting Bangkok's second largest airport on Tuesday, halting commercial flights and underlining the gravity of the Southeast Asian nation's deepening crisis, which has seen flood waters inundate a third of the country and kill 366 people over the last three months.

Yingluck's government declared a five-day public holiday on Tuesday in affected areas, including Bangkok, while the Education Ministry ordered schools to close until Nov. 7. Many anxious city residents were taking advantage of the holiday to leave the capital or prepare for a possible watery siege.

Panic buying of food and other necessities emptied the shelves of many supermarkets, and walls of sandbags or cinderblocks covered the entrances of many buildings.

Yingluck urged everyone in the capital to move their belongings to higher ground and warned that the city could be swamped if flood barriers at three key locations fail.

"If the three spots ... remain intact, the situation will improve. However, if we can't protect one of the spots, then the surrounding areas will be flooded. In the worst case, if we can't protect all three spots, all of Bangkok will be flooded," she said.

A day earlier, she warned that the floods could range from 4 inches to 5 feet (10 centimeters to 1.5 meters) deep in the capital.

Thousands of people heeded advice to evacuate to official shelters, including many fleeing for a second or third time after their original refuges were overtaken by the flooding.

The exodus included hundreds of inmates from three prisons ? many on death row ? who were taken by bus from Bangkok's northern suburbs to facilities in other provinces.

Residents living near Mahasawat Canal in western Bangkok evacuated on Wednesday after a rapid overnight rise in water.

"I decided to leave because the water came in very fast," said Jong Sonthimen, a 57-year-old factory cleaner. A boat carried her and two plastic garbage bags with her belongings to a Buddhist temple, where pickup trucks waited to take residents to a safer area.

Last week, Yingluck ordered key floodgates opened in Bangkok to help drain runoff through urban canals to the sea, but there is great concern that rising tides in the Gulf of Thailand this weekend could slow critical outflows and flood the city.

Glaciers in southwest China feel the brunt of climate change

ScienceDaily (Oct. 25, 2011) ? Significant increases in annual temperatures are having a devastating affect on glaciers in the mountainous regions of south-western China, potentially affecting natural habitats, tourism and wider economic development.

In a study published Oct. 25, 2011, in IOP Publishing's Environmental Research Letters, scientists examined data from 111 weather stations across south-western China and have shown that temperature patterns were consistent with warming, at a statistically significant level, between 1961 and 2008.

Of the 111 stations examined, 77 per cent displayed statistically significant increases in annual temperature.

Collating a broad range of research on glaciers during this time period, the researchers, from the Chinese Academy of Sciences, identified three characteristics that were consistent with the increasing trend in temperature; drastic retreats were observed in the glacial regions, along with large losses of mass and an increase in the area of glacial lakes.

In the Pengqu basin of the Himalayas, for example, the 999 glaciers had a combined area loss of 131 km2 between 1970 and 2001, whilst the Yalong glacier in the Gangrigabu Mountains retreated over 1500 meters from 1980 to 2001.

The implications of these changes are far more serious than simply altering the landscape; glaciers are an integral part of thousands of ecosystems and play a crucial role in sustaining human populations.

Continued widespread melting of glaciers, caused by increasing temperatures, could potentially lead to floods, mudflows and rock falls, affecting traffic, tourism and wider economic development.

South-western China has 23,488 glaciers, covering an area of 29,523 km2 across the Himalayas and the Nyainqntanglha, Tanggula and Hengduan mountains.

As well as temperature, the researchers also investigated precipitation; however the results were less marked. Annual increasing precipitation is consistent with climate change and was observed in 53 per cent of the stations. A decrease in annual precipitation can also influence glacial retreat and this was observed in central regions of the Himalayas.

The lead author of this study, Dr Zongxing Li, said, "I think glacial loss is caused mainly by rises in temperature, especially in the high altitude regions. From the 14 weather stations above 4000 m, there was an annual mean temperature increase of 1.73 ?C from 1961 to 2008.

"It is imperative we determine the relationship between climate change and glacier variations, particularly the role of precipitation, as the consequences of glacial retreat are far reaching."

NBA: Union, not Cuban, proposed eliminating cap (AP)

NEW YORK ? The NBA players' association, not Dallas Mavericks owner Mark Cuban, proposed the elimination of the salary cap during negotiations aimed at ending months of labor strife, a league official said Tuesday.

NBA senior vice president Mike Bass said union executive director Billy Hunter made "several misstatements" during an hour-long podcast with ESPN.com on Monday. Among them was the revelation of the salary cap plan, which Bass said was actually an exception to the cap, not the elimination of it.

Hunter said that, during a meeting last week, Cuban proposed what he called a "game changer" ? a plan to replace the salary cap with a heavy tax for teams that spent to a certain level. Hunter said the players were interested in discussing it further and that two or three other owners in the room were really excited about it, but then were told by the owners they wouldn't pursue it.

"On behalf of the league, Mark Cuban proposed adding a new salary cap exception, not eliminating the salary cap," Bass said. "It was the union that, in response, proposed eliminating the salary cap, a proposal that was even worse for the NBA than the union's prior proposals."

Hunter speculated during the podcast that owners backed away from the idea of eliminating the salary cap because it had been implemented under Commissioner David Stern long ago.

"And so I don't know whether there's any pushback because of that," Hunter said. "But we were prepared to pursue that whole idea of going into a different direction, where we would be able to, wouldn't have to worry about a cap. So the exceptions, salaries, all of that would be, there would be no limit with the exception of there being obviously a cap at the top, i.e., a quite heavy tax that teams would have to confront if they went above a certain number.

"But what happened was the owners decided, at least the leaders of their delegation, decided they had to take it back in a different direction. They said we don't want to address that."

The NBA does not allow owners to comment on the negotiations. A person briefed on the content of the meetings said Cuban's actual proposal was much different than what Hunter suggested, and was surprised the union ignored it given that it would have met much of what players were seeking.

The sides met for three days with a federal mediator before talks broke down after players said owners insisted they commit to a 50-50 split of revenues before any further discussions about the salary cap system could continue. Small groups of officials from each side will resume talks Wednesday, a person with knowledge of the plans said, and NBA would soon have to cancel more games without a deal.

Union officials were angry with the league's characterization of the breakdown of the talks Thursday. Now the league is unhappy with Hunter's portrayal of the negotiations, such as when he mentioned items like a hard salary cap and salary rollbacks that owners are no longer proposing.

"In his podcast interview with Bill Simmons, Billy Hunter makes several misstatements and blatantly mischaracterizes the parties' negotiations, the financial benefit to players from the NBA's latest offer, and the benefits from the system changes the NBA has proposed to improve team competitiveness," Bass said.

Bass also said the union has proposed a 10-year collective bargaining agreement, with mutual opt-outs after years six and eight. Owners have been seeking a 10-year deal, but the union has repeatedly said it doesn't want to go longer than six years.

The union would like players to get out from the rookie salary scale quicker than five years, with Hunter mentioning MVP Derrick Rose and Rookie of the Year Blake Griffin on the podcast as players who are underpaid because they are still locked into their scale figures.

"In response to the union's suggestion that top-performing rookies have an opportunity to get higher pay, we have proposed a new bonus pool for rookie scale players who earn designated league honors like MVP and All-NBA first, second, or third teams," Bass said. "Billy fails to mention this."

However, union spokesman Dan Wasserman said the league has never presented a dollar figure that would go with the bonus pool.

Bass also disputed Hunter's notion that the owners are seeking a more favorable CBA because many of them lost money in their other businesses as a result of the economic downtown.

"The owners reasonably believe they should have the opportunity to make a profit in a business that annually generates over $4 billion in revenue and pays the players over $2 billion," Bass said. "It has nothing whatsoever to do with making up for losses in other businesses."

Boyd Gaming 3Q adj. Profit Tops Wall Street

LAS VEGAS -- Boyd Gaming Corp.'s third-quarter net income fell 45 percent as the casino operator saw a decline in gambling and food and beverage revenue and spent more on promotions to lure gamblers.

But the company's adjusted results surpassed Wall Street's expectations. Boyd's stock gained 9 cents to $6.65 in premarket trading on Tuesday. Boyd earned $3.1 million, or 4 cents per share, compared with $5.6 million, or 6 cents per share, a year ago. Taking out preopening expenses, write-downs and other items, adjusted earnings were 5 cents per share. The performance beat the penny per share that analysts surveyed by FactSet expected.

For the three months ended Sept. 30, revenue dipped 1 percent to $590.2 million from $595.4 million as the company made less in gambling revenue and food and beverage revenue. Wall Street expected revenue of $598.2 million. Promotional allowances increased to $108.8 million from $107.6 million. Boyd's performance in Las Vegas improved, with revenue for the Las Vegas locals segment edging up to $145.9 million from $145.6 million and revenue for downtown Las Vegas properties up 2.8 percent to $53.3 million Revenue for the Las Vegas locals segment includes properties where people who live in Las Vegas frequent. Revenue at the Borgata Hotel & Spa in Atlantic City, N.J., a 50 percent joint venture with MGM Resorts International, slipped 2.7 percent to $202 million. The company said that casino's results were hurt by its closing in late August due to Hurricane Irene.

Revenue for the Midwest and South was basically flat at $187.9 million.

(AP) ? It may be true, it may be myth. But in 1967, when Che Guevara faced the Bolivian army sergeant who was about to execute him, history records the legendary revolutionary's final words like this: "Shoot, coward, you are only going to kill a man."

Saddam Hussein, Osama bin Laden, Romania's Nicolae Ceausescu, Liberia's Samuel Doe, Benito Mussolini and, now, Moammar Gadhafi. No matter how much a mythologized despot or mastermind builds up a cult of personality in life, when an undignified death arrives, the incontrovertible reality is hard to avoid: We are, in the end, merely lumps of flesh.

What's different today is that sometimes the world gets to see it.

Exhibit A: the surreal odyssey of Gadhafi's violent ending over the past few days. The ruthless strongman, who for four decades erected giant billboards and intricate mosaics to his own glory, exited the stage in a series of chaotic, deeply disturbing bursts of amateur video.

First we saw his battered corpse, enmeshed in the chaos of revolution's final throes in his hometown. Then video emerged of him alive, bloodied, mumbling, struggling to survive as revolutionaries splayed him upon a hood as a trophy. Finally, there he was laid out, shirtless, on a brown floral twin mattress in a shopping-mall freezer; his fellow Libyans lined up and gawked. A blusterer and preener for so many years, Gadhafi had been laid low, rendered small.

"When we captured him, he was like a child," said Hassan Doua, a commander in Libya whose fighters found Gadhafi in Sirte. "He hardly looked us in the eye. It was very hard for us to believe this man was the reason for all the killing."

Now, a new, unpredictable element has emerged. The potent combination of cellphone video and the social media network that transmits it around the world. As with the ghostly phone-cam images of Saddam Hussein's disorderly execution in late 2006, the emerging medium turned a despot's death and its aftermath into a globally distributed snuff film.

In death, these commanding figures are, at last, human ? no longer cocooned by the carefully calibrated facades that their power allowed them to create. It's like the American celeb-magazine features that find common ground between famous people and the rest of the world ? "Stars: They're Just Like Us." But in these leaders' cases, the twisted notoriety of their demises brought them down to size.

"Death is the ultimate take-down," says Mary Roach, author of "Stiff: The Curious Lives of Human Cadavers."

"It's a powerful, visceral verification of that basic truth that we are all just flesh and blood, that even the most powerful and seemingly omnipotent among us are in fact as vulnerable as children," she says.

Which, of course, is how all humans encounter their own ends ? with no firsthand knowledge of what lies beyond. Images like those of Gadhafi before and after he died are a jarring reminder of death's informality, which humans often struggle to hide. It's also a weird intimacy: There is perhaps nothing more personal than the moments just before death and the hours after it. That we can be privy to these moments at all ? let alone the degrading expression of them, controlled and disseminated by one's enemies ? is visceral.

This notion holds true even with Osama bin Laden, whose death photos President Barack Obama decided not to release. "We don't trot out this stuff as trophies," Obama told CBS' "60 Minutes" afterward. But though no one beyond a small group saw the postmortem images of his body, even the loose contours of description ? shot dead in his bedroom at night, his wife by his side, porn found in nearby computers ? undercut the global-mastermind legend that al-Qaida's leader spent two decades crafting.

Sometimes, in more controlled circumstances, a mythic figure's body is used to amplify his reign rather than reduce it. Even after decades of decay, the preserved corpses of Lenin and Mao still lie on display in the lands they changed irrevocably. They serve as reminders that the human body is a malleable symbol for those who control it. Of course, in those two cases the leaders' governments survived them and endured for many years.

Whatever ultimately happens with Gadhafi's body, the impact of its visibility will endure. Christopher Hitchens, writing in Slate about his objections to the Libyan leader's end, nevertheless acknowledged the sentiment of many in the Arab world: "At the close of an obscene regime," he wrote, "it is natural for people to hope for something like an exorcism. It is satisfying to see the cadaver of the monster and be sure that he can't come back."

That's the very definition of "habeas corpus" ? "you have the body." And now, in an age when a device we keep in our pockets can reveal a dictator's demise, it has never been more relevant. Whether it's Saddam hanging from a rope, Nicolae Ceausescu dead in his suit and tie, or Gadhafi beaten and confused and then dead and gone, the sight of the body is one of the most powerful political and emotional totems of all.

Gadhafi's former subjects attested to that in the city of Misrata this weekend. In long lines curling around corners and into the street, they waited to enter a produce locker in a run-down shopping plaza. There, upon that blood-stained mattress, they saw a man they held responsible for years of misery and ruined lives.

They looked down upon his shirtless remains, his toupee gone, his slight pot belly visible, his oft-facelifted visage sagging. They smiled and they ogled and they wept. They were the ones who had the power now. The man who had carefully built himself into a curious myth was rendered unto those he once ruled as something diminished and frail, hurtling toward impermanence and irrelevance.

Great and terrible in life, in death these mythologized despots and masterminds are revealed at last as the much smaller men behind the curtain ? shorn of the outsized facades that frightened and mesmerized so many for so long. The stars, in the end, are just like us.

Libya declares "liberation", Gaddafi stays unburied (Reuters)

BENGHAZI, Libya (Reuters) ? Libya's new rulers declared the country freed from Muammar Gaddafi's 42 years of one-man rule on Sunday, saying the "Pharaoh of the times" was in history's garbage bin and a future of democracy and reconciliation beckoned.

As thousands gathered in Benghazi to hear authorities announce "liberation", Gaddafi's rotting body remained unburied and on show in Misrata, a situation that may vex some Muslims for whom rapid burial of the dead is a religious duty.

His son Saadi, now in Niger, said he was outraged by the murders of his father and brother Mo'tassim.

There was no direct reference at the Benghazi celebrations to what some outsiders see as Misrata's ghoulish display.

In a speech, National Transitional Council (NTC) chief Mustafa Abdel Jalil renewed an earlier promise to uphold Islamic law.

"All the martyrs, the civilians and the army had waited for this moment. But now they are in the best of places ... eternal heaven," he said, shaking hands with supporters.

Some fear Jalil, a mild-mannered former justice minister, will find it hard to impose his will on his fractious revolutionary alliance, pointing to Misrata's insistence on displaying Gaddafi's body and that of Mo'tassim and to the lack of a clear account about how they met their end.

There is international disquiet about increasingly graphic and disturbing images on the Internet of abuse of a body that appears to be Gaddafi's following his capture and the fall of his hometown of Sirte on Thursday.

But the immediate reaction to Sunday's announcement was jubilation.

"We are the Libyans. We have shown you who we are Gaddafi, you Pharaoh of the times. You have fallen into the garbage bin of history," said lawyer Abdel Rahman el-Qeesy, who announced the creation of a new government portfolio to deal with victims of the conflict.

"We declare to the whole world that we have liberated our beloved country, with its cities, villages, hilltops, mountains, deserts and skies," said an official who opened the ceremony in Benghazi, the place where the uprising erupted in February and which has been the headquarters for the NTC.

Cheering crowds waved the tri-colour flag. U.N. Secretary-General Ban Ki-moon said the United Nations would help build a new Libya. U.S. President Barack Obama welcomed the declaration of liberation.

VACUUM

Gaddafi, who had vowed to fight to the end, was found hiding in a drain after fleeing Sirte, the last bastion of his loyalists. He died in chaotic circumstances after video footage showed him bloodied and struggling at the hands of his captors.

With big oil and gas reserves, Libya has the potential to become very prosperous, but regional rivalries fostered by Gaddafi could erupt into yet more violence that would undermine the authority of Jalil's NTC.

In Misrata, people queueing for a chance to see Gaddafi's body saw no reason for a rapid burial, apparently heedless of concern in Tripoli about how the NTC is perceived overseas.

"We brought our children to see him today because this is a chance to see history," said a man who gave his name as Mohammed. "We want to see this arrogant person as a lifeless body. Let all the people see him."

The declaration of liberation is intended to set the clock ticking on a process to set up a multiparty democracy, a system Gaddafi railed against for most of his 42 years in power.

Some analysts fear that without strong leadership the revolution could collapse into armed infighting.

The lack of a clear plan for Gaddafi's burial suggests to some analysts that there is justification for fears of a descent into leaderless turmoil.

An autopsy has been performed, and a medical source told Reuters that Gaddafi's body had a bullet in the head and a bullet in the abdomen.

"There are multiple injuries. There is a bullet in the abdomen and in the brain," the medical source said.

The autopsy was carried out at a morgue in Misrata, about 200 km (130 miles) east of Tripoli.

REGIONAL INFIGHTING

The loosely disciplined militias that sprang up in each town to topple the dictator with the help of NATO air power are still armed. The places they represent will want a greater say in the future, particularly the second and third cities Benghazi and Misrata, which were starved of investment by Gaddafi.

It was fighters from Misrata who emerged from a lengthy and bloody siege to play a large part in taking Tripoli and later caught Gaddafi.

British Foreign Secretary (Minister) William Hague and NATO Secretary-General Anders Fogh Rasmussen issued separate calls for Libyans to avoid retribution and reprisals and seize a chance to build pluralism and the rule of law.

U.S. Secretary of State Hillary Clinton, speaking on the NBC program "Meet the Press", said she would strongly support both a U.N. and an NTC investigation into Gaddafi's death.

"Stand for unity and reconciliation, make it absolutely clear that everyone who stood with the old regime, as long as they don't have blood on their hands should be safe and included in a new Libya," she said.

There is some unease abroad over what many believe was a summary execution of Gaddafi. U.N. Human Rights Commissioner Navi Pillay has called for an investigation into the killing, but few Libyans share those concerns.

SECRET GRAVE

Gaddafi's surviving family, in exile, wants his body and that of Mo'tassim to be handed over to tribal kinsmen from Sirte. NTC officials said they were trying to arrange a secret resting place to avoid loyalist supporters making it a shrine. Misrata does not want his body under its soil.

Saadi Gaddafi's lawyer said he was "shocked and outraged by the vicious brutality which accompanied the murders of his father and brother.

"The contradictory statements issued by the NTC excusing these barbaric executions and the grotesque abuse of the corpses make it clear that no person affiliated with the former regime will receive a fair trial in Libya, nor will they receive justice for crimes committed against them," lawyer Nick Kaufman said in an email sent to Reuters.

Libyan leaders have approved a request to open an investigation into Saadi over the murder of a footballer in 2005.

The announcement of "liberation" sets a clock ticking on a plan for a new government and constitutional assembly leading to full democracy in 2013.

"We hope we will have an elected democratic government with broad participation," student Ali Abu Shufa said.

Gaddafi promoted tribalism to keep the country divided, he said. "But now Gaddafi is dead, all the tribes will be united."

(AP) ? Tintin came home to Belgium on Saturday for the world premiere of Steven Spielberg's "The Adventures of Tintin: Secret of the Unicorn."

If the proverbial intrepid reporter was more than a cartoon and movie character, he would have been pushing and shoving amid all the other hometown reporters lining the red carpet.

Instead, Tintin and his creator, the late Herge, were the stars of the show, and Belgian Princess Astrid gave the occasion an old-world royal touch amid the movie nobility headed by Spielberg.

The movie is rolling out first across Europe and elsewhere before hitting the United States by the Christmas movie season.

"To highjack Tintin and bring it to America first, and then release it overseas second, would be something that would not have even occurred to us," Spielberg said. "From the outset, the plan was to give Tintin back to the countries where Tintin was the most beloved."

The director has been riding a wave of support from local critics despite opening in a tradition-bound nation ready to pounce on any desecration of its cultural icon by Americans.

"Action adventure and slapstick: Spielberg's Tintin movie has it all," was the headline Saturday in the De Morgen paper.

Spielberg bought the rights to the character in the 1980s ? and three decades of waiting for the result ended with "what they call in the movies, a happy ending," said cartoon and movie expert Hugues Dayez.

And the Belgian government even made Spielberg a Commander in the Order of the Crown.

For Spielberg, a happy ending will mean the movie is such a box office success that a sequel becomes unavoidable. Together with "Lord of the Rings" director Peter Jackson, he will be ready.

"We have chosen the next story. We have a screenplay that is being written right now," Spielberg said, refusing to say which of Herge's two-dozen Tintin books he would take.

The books have sold over 220 million copies around the world.

The first movie tells how Tintin discovers a key to a treasure by accident, then is sent fleeing evil criminals across the world, with the drunken sailor Captain Haddock in tow.

The tough part might be selling to 21st century kids a bygone world where good and evil were so clearly cut and where Jamie Bell's Tintin, enhanced in performance-capture technology, is virtuous without even a whiff of vice. Some critics have called him boring because of it.

Bell, best known for his "Billy Elliot" performances, used his dancing skills in chase scenes to give his Tintin as much a cartoonesque flair as possible.

Yet flaws, or even a girlfriend, are not for Tintin, Spielberg said.

"There is a purity about Tintin," he said. "Tintin is part of a world, I hope, is in some places still with us, and perhaps will come back some day."

Sticking to Herge's 80-year-old legacy was more important than adapting to modern whims, the director said.

"We weren't really interested in using Tintin as a commercial tool to get younger people into a film like this," he said.

Tintin opens in several European nations Wednesday and in South America and Asia on Nov. 10 before hitting U.S. and Canadian movie screens Dec. 21.

"From 'Schrek' to 'Toy Story,' you can name all the animated films that have come out in recent decades that are wholly original and that is exactly how America will receive Tintin," Spielberg said.

The director knows one sure way of finding out whether fans believe he respected the cultural legacy of Tintin.

"When this thing opens, I will just have to see which country I am allowed back in," he said.

Stocks rise sharply on solid corporate earnings (AP)

Stocks rallied Friday after several big U.S. companies reported solid third-quarter earnings. The Dow Jones industrial average gained 200 points.

Fast-food giant McDonald's Corp. rose 2.8 percent after reporting a 9 percent increase in income. The results beat analysts' expectations and marked McDonalds' ninth straight quarter of gains.

Chipotle Mexican Grill Inc. leaped 7.1 percent after reporting a 25-percent jump in third-quarter income. The fast-casual chain raised prices, sold more burritos and opened new stores.

Harman International Industries Inc. jumped 11.9 percent, the most in the Standard & Poor's 500, after the audio equipment maker's income came in far ahead of analysts' expectations.

The encouraging corporate news was in line with recent indications that the U.S. economy strengthened in September after a very weak summer. On Friday the government said unemployment fell last month in half of U.S. states and was unchanged in 11. That's much better than August, when unemployment rose in 26 states.

The Dow rose 200 points, or 1.7 percent, to 11,742 at 12:40 p.m. Eastern time. It has not gained more than 200 points in a single day since Sept. 26. The Dow is now up 1.4 percent from the start of 2011. It was down for the year before Friday's rally.

The S&P 500 added 18, or 1.5 percent, to 1,233. The Nasdaq composite index gained 32, or 1.2 percent, to 2,630.

The S&P's gain put the index on track for its first three-week winning streak in eight months. Both the Dow and the S&P turned positive for the week on Friday.

The Dow has gained 10.2 percent since hitting a yearly low on Oct. 3. The S&P is up 12.52percent. However, the Dow remains 8.4 percent below its high for the year, reached on April 29. The S&P has declined 9.6 percent since then.

Traders are monitoring Europe's efforts to solve the Greek debt crisis. Worries about a default by Greece have caused much of the market's volatility in recent months.

European markets closed sharply higher as investors hoped that European leaders will agree on a package of measures to address the region's debt crisis in time for a summit scheduled tentatively for Wednesday. Germany's DAX index rose 3.6 percent. France's CAC 40 and Italy's FTSE MIB rose 2.8 percent.

Traders had hoped for a plan to be forged at a summit on Sunday. But talks between France and Germany this week have broken down repeatedly. They said Thursday there will be no deal before a second summit next week. The two countries disagree about the size of losses that private banks should take on Greek debt that they own, among other issues.

Traders sold ultra-safe U.S. Treasury debt as riskier assets rose. The yield on the 10-year Treasury note rose to 2.21 percent from 2.18 percent late Thursday. Bond yields rise as demand for them falls and their prices decline.

Stocks were lifted earlier this week by modestly better news about the U.S. economy. The number of people claiming unemployment benefits declined this week. Housing construction picked up last month, at least for apartment buildings. Inflation remains low.

Among the companies reporting earnings late Thursday or Friday:

? General Electric Co.'s income rose 18 percent as its lending business recovered, but profit margins shrank in key business. The stock fell 1.5 percent.

? Microsoft Corp.'s income rose 6 percent and its revenue beat Wall Street estimates. The stock rose by a penny.

? Verizon Communications Inc.'s income doubled from last year, mainly because of pension adjustments. Its adjusted earnings beat expectations. But Verizon's bottom-line result masked a weak quarter for its local phone business, which faced a major worker strike and post-hurricane repairs. The stock rose 1.9 percent.

Android App Review: SiMi Folder Widget Pro

SiMi Folder Pro

I never really got behind folders on Android. They're ugly, clunky, remind me of using Windows (and if I wanted Windows on my phone, I'd be using Windows Phone), and they add an extra screen press to access what you want. In my time as an Android user, never used 'em.

Widgets, on the other hand, I love. They drain my battery really quickly show me information without forcing me to open an app, give me quick access to my favorite contacts, and can do a lot to spruce up the look of your phone.

When I heard about the unholy union innovative combination of folder and widget, I had to check it out. Fortunately, I already use the SiMi clock widget, so I had faith in this new fwidget.

On its face, SiMi Folder Widget does exactly what its name implies. It creates a widget that you can put apps (or contacts, bookmarks, or shortcuts) in. The beauty of the SiMi Folder Widget is that instead of an additional popup window (you know, opening the folder), the widget has an attractive mini-app drawer popup that gives you immediate access to all your stuff.

Creating your folders is easy, but not altogether intuitive. Coming from the widget frame of mind, I thought you added a widget, then put all your apps in it. Turns out, you open the app, make a folder, then you can put a widget out.

Once you've opened the app, there's a whole bunch of buttons to work with. The most-used one will probably be Folders, since that's how you actually make your folders.

Once you've gone into the folders submenu, there's an option to add a folder. This is where most of the magic happens.

You can name your folder, choose what kind of folder it should be, and also mess with the widget and launcher settings. Widget settings are straightforward enough. They let you change the icon, size of the icon and layout, text color and size, and background color.

Launcher options are how the widget will actually display your folder as a popup deal. You can pick between vertical and horizontal (pro tip: if you want multiple rows, choose vertical), if you want the titles to show, and also lets you pick the size and width of the icons.

There's also two launcher styles (iPhone and custom), and if you choose custom, you can fiddle with the background color, frame color, arrow color, and text color.

SiMi Folder Pro is $2.07, but there's also a fully featured free version, too. For anyone who wants to clean up their screens and look stylish while doing it, we've got more pictures and download links after the break.
